Proof of Concept

BITSS develops and tests tools, practices, and guidelines for OPA, and supports policy analysis organizations in operationalizing OPA. The goal of OPA is to ensure that policy analysis synthesizes research, data, and guesswork in a transparent and reproducible way. Using a Dynamic Document, we demonstrate an application of OPA on the 2014 U.S. Congressional Budget Office (CBO) policy report on “The Effects of a Minimum-Wage Increase on Employment and Family Income”. This report was cited in minimum wage policy debates by key stakeholders across the political spectrum, with disagreements around the many inputs used in the analysis.

This Proof of Concept transparently presents the effects of a minimum wage increase, and how they vary when elements of the analysis change. It also shows which elements of the analysis cannot be altered. Note that this is a unilateral project and is not officially endorsed by the CBO.
